Baker proposed a marble statue that would cost $50,000 to $60,000 and stand on a pedestal worth $7,000 to $10,000. The Otis Elevator Company was awarded this contract on October 23, 1947. Designed to fit into the southeast stairwell, the company overcame the 7.5 degree incline of the stairwell by putting wheels on one side of the elevator car to keep it vertical. The memorial's dining room was completed at the end of 1947, and its first use was for a meeting of the GWMNMA in February 1948.

The report of the committee, providing for the appointment of a postmaster general for the 13 American colonies, was considered by the Continental Congress on July 25 and 26. On July 26, 1775, Franklin was appointed postmaster general, the first appointed under the Continental Congress. His apprentice, William Goddard, felt that his ideas were mostly responsible for shaping the postal system and that the appointment should have gone to him, but he graciously conceded it to Franklin, 36 years his senior.

An imperial nation, that is to say a nation a which directly or indirectly is a leader of others, can exist without the need of conquering a single square mile of territory. Fascism sees in the imperialistic spirit -- i.e. in the tendency of nations to expand - a manifestation of their vitality. Blue Lodge Freemasonry’s calendar commences with the imagined creation of the world and uses the term Anno Lucis (A.L.) – “In the year of Light” to represent that date.

Despite his own moral lapses, Franklin saw himself as uniquely qualified to instruct Americans in morality. He tried to influence American moral life through the construction of a printing network based on a chain of partnerships from the Carolinas to New England. It was more than a business venture, for like many publishers he believed that the press had a public-service duty. He was promoted to deputy postmaster-general for the British colonies on August 10, 1753, having been Philadelphia postmaster for many years, and this enabled him to set up the first national communications network. He was active in community affairs and colonial and state politics, as well as national and international affairs. He initially owned and dealt in slaves but, by the late 1750s, he began arguing against slavery, became an abolitionist, and promoted education and the integration of African Americans into U.S. society.
The Grand Chapter of Virginia of Royal Arch Masonry donated the aluminum double-keystone symbol and light at the top of the building. The fixture, the largest of its kind in the world at the time, was in place by February 1929 but not yet illuminated . The $17,000 light fixture is 19 feet (5.8 m) high, made of aluminum, and has its own independent power supply.
Masons of this day receive no material wages for their labors; the work done in a lodge is paid for only in coin of the heart. They may sprout as does the grain, strengthen as does the wine, nourish as does the oil. How much we receive, what we do with our wages, depends entirely on our Masonic work. A brother obtains from his lodge and from his Order only what he puts into it. He must till the fields of his own heart or build the temple of his own “House not made with hands.” He must give labor to his neighbor or carry stones for his brother’s temple. By December 1915, the city had purchased all of Shooter's Hill and George Washington Memorial Park from the WMAA except for a 2-acre (0.81 ha) area on the north slope of the hill. In October or December 1915 , the Alexandria-Washington Lodge purchased the north slope of Shooter's Hill (an area about 400 by 200 feet ) for $1,000. Under the terms of the conveyance of the deed, the Masons were required to build a memorial temple (costing no less than $100,000) to George Washington at the top of the hill within 10 years or they would be forced to turn over the land to the city of Alexandria.

These private Lodges are usually supervised at the regional level by a Grand Lodge or Grand Orient. There is no international, worldwide Grand Lodge that supervises all of Freemasonry; each Grand Lodge is independent, and they do not necessarily recognise each other as being legitimate. Franklin bequeathed £1,000 (about $4,400 at the time, or about $125,000 in 2021 dollars) each to the cities of Boston and Philadelphia, in trust to gather interest for 200 years.
By February 1930, the tower section had risen to 190 feet above elevation, 50 feet more than the construction schedule anticipated. At the GWMNMA annual meeting, the association voted to establish a $1 million endowment fund to maintain the memorial after it was completed. That same year, GWMNMA President Watres donated a large Celesta-like set of chimes for the memorial's tower. The tower was completed, and floors for the eighth, ninth, and tenth levels installed.
George Washington Memorial Park seemed a good location, but this park was still privately owned by the WMAA. In September 1915, the Alexandria-Washington Lodge offered to buy several lots on top of Shooter's Hill for $1,000. At about the same time, the city of Alexandria discussed whether it should ask the WMAA to turn over the remainder of George Washington Memorial Park to the city. The lodge suggested that 28 acres of the eastern slope of George Washington Memorial Park be retained as a public park, while the rest of the tract could be used for any purposes the city wanted.
